I've seen people saying that SE pressured Tabata to keep working on FF or wanted to turn his new IP into an FF but he refused, and that's what resulted in him leaving to start his own company. That would also explain the language used in the statement from Ofuji on the stream saying it's a new AAA game rather than him specifically saying that it's the new IP Tabata was making. If it was the new AAA IP that was cancelled that would explain a majority of that $33m too.
Though the Eurogamer update specifically mentions that the game LumiPro is making is still the new AAA IP that they are continuing to make when they started, but it wouldn't be the first time that a non FF game got turned into becoming a mainline FF game. FFX was originally a new project called Seventeen, then got repurposed into FFX. But at least for now, the new AAA game LumiPro are making is officially stated to be the new IP.

The last time SE posted an "extraordinary loss" was in 2013 and it's cited that a major reason for the $105m loss in 2013 was the corporate restructuring of the entire company, as the Business Divisions were formed later that year.
The lion's share of the expected loss is in restructuring costs - 10 billion yen ($105 million appr.) of loss is attributed to a restructuring write-down. However, this does not wholly cover the loss, and a significant drop in projected digital entertainment sales and profits is also a significant contributor.

And then a year later SE posted a 65m profit, since a bunch of games had released after that period that some of those Divisions were formed to keep make, like BD5 on A Realm Reborn.

So LumiPro with their $33m loss likely includes setting up and forming the company itself, any R&D they did, any other projects they were doing which. I don't know if the cancelled XV DLC factors into this because those all started development before Luminous Productions was formed, and thus would have had their budget given before Luminous Productions was formed, even in the FFX Artbook released in March this year Fujiwara mentions having already recorded his lines for Episode Ardyn, and the period of loss only calculates from April 2018 to when it was reevaluated internally a few months later.
I always understood that the way Luminous Productions was working was that Business Division 2 still kinda existed, but most of the people from Business Division 2 became Luminous Productions employee, while a small crew of "BD2" remained to work on the XV DLC, but still on the same workfloor as the Luminous Productions. In that NHK behind the scenes thing from April the workfloor that Luminuos Productions had was still the same office that they had when they were Business Division 2, they just had some Luminous Productions logo's around the office space now.
But then this gets muddled up because the Terra Wars DLC states that Luminous Productions worked on it rather than "BD2" like the previous DLC all stated, and Episode Ardyn also says Luminous Productions for it too. But Terra Wars DLC happened in September 24 and was announced out of the blue at TGS, with them also saying at TGS that Comrades update was delayed, a few days AFTER the end of Summer, and according to Eurogamer it was towards the end of Summer when it had already been internally decided that Tabata was resigning from Luminous Productions and Square Enix.
Eurogamer understands that Tabata was presented with the option to have Luminous Productions turn into one of Square Enix's regular business divisions, a course it now seems set on, or spin it off as his own company with Square Enix investment, though he chose to leave altogether. The departure was confirmed internally towards the end of this summer.
So at some point all remaining BD2 people became Luminous Productions people, and given that the Terra Wars DLC was revealed just after the end of Summer, after Tabata had internally resigned, and was branded as Luminous Productions, that's likely tied to the internal restructuring that made all BD2 people on the DLC become Luminous Productions people and them cancelling 3/4 of those DLC to have them all work on the new AAA IP, which sounds like this all went down back in September.
