Suzuki Tatsuhisa, mentioned during the release date live stream that he still has the Versus scripts at home that he read on his days off and he couldn’t figure out how to move from the Versus Noctis to XV Noctis and struggled to find the middle ground.
This was all said in the Japanese release date livestream, this article used to link directly to the livestream video on youtube but the video has been removed since then. The article also links to a reddit thread that was made around the same time that had translated some of what Suzuki said in the video. You can still find the livestream video somewhere iirc.

When i first started voicing the character, Noctis was far more introverted, speaking with a gruff manner and showing little sympathy for those beyond his immediate circle. When the change was made to Final Fantasy XV, Noctis became more outgoing and emotional. In order to respond to expectations, we discussed thoroughly with the development team and built up a new persona for the character.
And then there is Tabata himself admitting to changing the character and even describes the changes exactly like Suzuki did

Tabata: Yes. To tell the truth, because of that I didn't really like Noctis at first. This was something I didn't realize until later. I couldn't put my finger on it and he has a very symbolic impression. Nevertheless, he justly has an atmosphere about him that seems as if he could accomplish something right?.
4Gamer: Regardless of you became the director midway through, Noctis is the main character and you couldn't leave him as he was, could you.
Tabata: From there I thought about a lot of ways we could make Noctis likable. I was finally able to think of him as human when I imagined a multitude of Noctises' childhood memories. For example, the setting where Noctis is an adolescent and patiently waiting at the dinner table for his father Regis. After doing that I was naturally able to like Noctis.
4Gamer: To think that, “liking the main character,” is a part of development.
Tabata: As for make him more humanistic, debates continued within the team until just recently. We discussed to great extent, such as,“He needs to be more like this type of person, or it won't work.” Or, “If we can't get this vibe from Noctis, we can't justify his actions.” Of course, we dug deep into his personality and played around with his dialog.
Now please, don't try to move the goalposts about how these changes are for the better because this wasn't the original point plus it's subjective. I just find it funny how random xv fanboys try to defend the game with crap they pulled straight out their ass and others praise them and agree with them because both groups of people are too damn lazy to do any proper research.
