There's a problem with the rest of what you're saying. This is your personal take on what "the problem" is, and if you ask 15 other people you'll get 15 other responses, mostly conflicting with each other.
All of this comes from the assumption that the chapter is, indeed, broken, which I contend it is not. It only appears broken (and overly long) because it's surrounded by chapters that were shortened and disjointed. That makes this one feel longer than it would have if the other chapters were full-length. The twist doesn't work because there's no buildup. Not necessarily because the execution of the twist itself.
If they want to do things like unlock the sprinting earlier, that's a whatever thing. People are going to whine about the game taking away their toys and all that, then fine, toss them a bone. But they can't just re-root everything because some people on the internet cried about it. People on the internet are, no offense to anyone here, pretty much by definition full of shit. We feed off each other. It's like a global weather system of emotion and there's not necessarily any truth to any of it.
So, I don't want to see anything more than token changes for that chapter because it's simply not broken. We already saw what happens there with them cutting Luna's backstory. It's to the detriment of the game.

With that said, I think the best way to defuse the negativity towards Chapter 13 is to add a decent amount of proper cutscenes to offer more narrative satisfaction. Add maybe ten or so "security tapes" that you can find throughout the level featuring Niflheim characters who need more screen time so players can take satisfaction in finding them. As long as the videos' content is properly depressing/grotesque -- say,
the deaths of Ravus and Shiva, Iedolas being turned into a daemon, Prompto being mistreated while imprisoned, experiments where people were turned into MTs, maybe even the fall of Insomnia or something about Ifrit, etc.
It's kind of funny, actually -- even apart from the outcry against Chapter 13, that chapter's setting makes it ideal for tying up loose ends. All they'd really need to do is save the most satisfying answers for later while showing the stuff that's mostly there to torment Noct first, and nothing of the original intent for the chapter is lost.
