Kefka easily. One of the most iconic villains in gaming. He makes being a villain fun. Kefka doesn't sit and wait around like most villains do. He knew what he wanted, went to go get it and he got it. Laughing while he did it too. He enjoys doing horrible things and gets a sick pleasure out of it.
Usually we kill villains to stop them from hurting or murdering a ton of people and achieving their ultimate goal. Well, Kefka does all of that.
He set Figaro Castle on fire, poisoned and killed everyone at Doma, absorbed Espers, killed and betrayed Gestahl and Leo, moved the Warring Triad statues causing the apocalypse and absorbed their power and became a god. As he ruled the world, he would continue wiping out all those who opposed him and tried to rebuild. He was erasing what was left of mankind.
Kefka succeeded as a villain and because the heroes failed to stop him, killing him becomes an act of redemption.
When this game came out, Kefka changed our definition of what we expect from a villain.
