i still don't know how that works, of course not any king can become an "Old King", because in total theres 114 kings but only 13 are considered "Old Kings".

I think if their royal arm is lost they are as well, at least that's what I took away from it since the only kings you can call upon in the end are ones with tombs for you to visit.

I thought that to become a Lucii the King had to accomplish something big in their life. For instance, the founder King founded the kingdom, the Warrior conquered many lands and expanded the kingdom, Regis utilized the crystal to create the barrier (new wall) to protect the kingdom etc... basically their weapon descriptions state their accomplishments. Regular rulers who didn't do anything substantial don't become Lucii upon death. That's how I understood it.
Backing this, I've found prompts for being able to character change on her as well as her voice actions in combat (no text, just prompts for them).
Something like: "LUNA_CCHANGE_.....", "LUNA_DMG..", "LUNA_CURE...", etc in the voice files (Basically the things she will say when she theoretically changes to being playable, gets hurt, heals people, etc). The 4 bros look exactly like this as well so it definitely looks like something.

It's not really pure speculation since Ardyn straight up says something along the lines of "You'll never guess whose name Izunia was." With the way the English language works that implies a specific origin and history as Ardyn is alluding to some greater meaning behind the name. Story wise that's the writers directly stoking your curiosity as a player. It would be different if he said "And I can't quite recall where I got Izunia from." which let's you know it's of little importance but the speculation does have a legit reason for being there as the writing itself prompted it by creating the context for it.
We don't know yet. Could also be for her episode or you unlock something in the future. We'll know soon enough I guess

Not sure what makes you think that. Highly doubt Ardyn was the one who decided where his brother was buried and I'm pretty sure he didn't pick up the tomb and move it there. The Mystic probably just wanted his blade to be in a tough spot to get to. The Tall's was just chilling, visible from the road, and look what happened to his sword.
Yeah that's the way I always viewed it, The Chosen King is chosen at birth but the kings that will stand beside him have to prove their worth within their life by doing something big in order to ascend as a Lucii. Also something else I've kinda made my head canon since the revelation that Noct's potential was hindered as a child is that all of the Kings before him could conjure weapons just by thinking of them and had the power to tap into the royal arms without having to actually visit the tombs which is the only thing that explains why Ardyn has all of the same arms as Noctis without taking them from the tombs, why when Luna unlocked his full potential against Leviathan he had all 13 obtainable arms including sword of the father and the warrior's katana even though story wise he hadn't collected them yet, Regis also seemingly had a couple dozen swords he could call upon and according to Cor he never found more than 2 or 3 tombs. Also explains that gigantic armiger barrage Ardyn used in Ignis Verse 2 and why Noct can only summon weapons he's absorbed. Hope this is officially expanded upon more in the royal pack since you get to unlock the true armiger. Really hoping it's not just a straight forward fetch quest and we get some exposition out of it at the least.
